Appeal Procedure

1. All appeals must be submitted using the online appeal form below.

2. Appeals will not be considered for review if they are submitted after 5:00pm on the 10th business day from the issue date of the citation.

3. When submitting an appeal, the citation number(s) must be included or the appeal will not be considered for review. You may be contacted by the Transportation & Parking department to provide further information to help process your appeal. If additional materials are needed, you will be given additional time to produce these materials.

4. If you prefer to be notified by email, or if you want to call the Transportation & Parking Office for the results of your appeal, please allow 4-6 weeks before contacting us to check on your appeal.

5. Parking fines will automatically be charged by the Cashier's Office to the College accounts of students, faculty, and staff. You will be notified by email of the Appeal Officer's decision as soon as we have received it.

6. You are given one opportunity to appeal any given parking citation. No additional appeals or pleas for leniency will be considered. The decision of the Appeals Officer is final.

Parking Citation Appeals Process

  • Process begins with the submission of an on-line appeal to the Transportation Office which comes in as email to parking@lclark.edu.
  • Appeal emails are printed and background materials attached.
  • All appeals are then submitted for Administrative Review.
  • All appeals are administratively reviewed wherein they are either voided or referred to the off-campus Appeals Judge.
  • Appeals referred to the off-campus Appeals Judge are opened in PowerPark, the Department’s parking management database.
  • Hard copies of all referred appeals are sent by U.S. mail to the Appeals Judge.
  • Voided appeals are flagged in PowerPark.
  • A query is initiated in PowerPark which produces a list of all unreported voids.
  • The Transportation & Parking Office posts the voids, reversing any charges to the college account.
  • Emails are sent notifying customers that their citation was voided.
  • A similar flagging/notification/posting process takes place when appeals are returned from the appeals Judge.
  • This entire process generally takes 4-6 weeks.
