Judi Johansen
Ms. Johansen joined PacifiCorp as executive vice president of Regulation and External Affairs in December, 2000. She served as president and CEO from 2001 to 2006.
Ms. Johansen came to PacifiCorp from the Bonneville Power Administration (BPA) where she had served as administrator and chief executive officer since 1992. In 1996, she joined Washington Water Power, becoming vice president of Business Development with Avista Energy, the company’s wholesale power marketing subsidiary. From 1994 to 1996, Johansen was vice president for Generation Supply at BPA. In 1986, she joined the Tacoma, Washington, law firm of Gordon, Thomas, Honeywell, becoming partner in 1989. From 1983 to 1986, she served as a staff attorney for the Public Power Council, a trade association of northwest consumer-owned electric utilities.
Ms. Johansen is involved in several civic and professional activities. She is currently a director for Schnitzer Steel Industries, Cascade Bancorp, and Kaiser Permanente. She was a member of the Scottish Power PLC Board of Directors from 2003-2006. She also has been on the board of directors of the Portland branch of the Federal Reserve Bank of San Francisco and the Oregon Business Council. She is a member of the Oregon and Washington state bar associations; a senior fellow of the American Leadership Forum of Oregon. Past service includes being a governor’s appointee to the Montana Technical Advisory Committee on electric industry restructuring; a council member and electric power committee chair for the American Bar Association, Section of Natural Resources; as well as on the Association’s Natural Resource and Environment Editorial Board. In November 2003, the Oregon Legislature confirmed Gov. Ted Kulongoski’s appointment of Johansen to the Port of Portland Commission.
Ms. Johansen is a Colorado native and received a bachelor’s degree in Political Science from Colorado State University. She also received a law degree from Northwestern School of Law at Lewis & Clark College. Johansen lives in Portland with her husband, Kirk, and their daughter, Anna. She enjoys biking, cooking, skiing and music.
