Endowed Scholar Announced for Animal Law and Policy

Lewis & Clark Law School is pleased to announce that Professor Pamela Frasch, Associate Dean and founder of the Center for Animal Law Studies (CALS), has been named as a Brooks McCormick Jr. Scholar of Animal Law and Policy.
This endowment was provided by the Brooks Institute for Animal Rights Law and Policy (Brooks Institute). Founded in 2017 after the death of its benefactor, Brooks McCormick, Jr., the Brooks Institute applies collaborative methods and models to study legal, social, economic, environmental, and ethological animal issues that inform and advance enlightened and effective animal law and policy. The late Mr. McCormick shared his life with many companion animals and his deep bond with them fueled his belief in their emotional cognizance and intellectual capacity. The Brooks McCormick Jr. Scholar of Animal Law and Policy honors his legacy.
Professor Frasch’s extensive experience and academic scholarship in the field of animal law demonstrates the type of breadth of law and policy experience that the Brooks Institute is committed to facilitating in academia. Of the gift, Professor Frasch said: “I am grateful to the Brooks Institute and its entire team under the leadership of Tim Midura, President and Executive Director, for its vision and generous support of the animal law program at Lewis & Clark Law School. With this endowment, we are proud to honor the compassionate legacy of Mr. McCormick and continue building animal law in academia for the benefit of animals and humans, alike.”
Prior to founding CALS at the law school, Professor Frasch served as general counsel for The Animal Legal Defense Fund (ALDF). In 1996, she created the ALDF Criminal Justice Program which has since assisted law enforcement and animal advocates in investigating and prosecuting thousands of animal abuse and neglect cases nationwide.
Professor Frasch has taught survey and advanced courses in animal law at Lewis & Clark Law School since 1998. Twenty years ago, she co-authored the first American legal casebook in the field, Animal Law: Cases and Materials now in its sixth edition (Carolina Academic Press, 2019). Over 160 law schools in the nation use the casebook and it has helped to shape the field of animal law as we know it today.
Professor Frasch is a frequent speaker and guest lecturer on issues of animal law and is the principal author of Oregon’s first felony anti-cruelty law. She has authored or co-authored a number of articles and book chapters in the field and has been recognized by the American Association of Law Schools (AALS), the Humane Society of the United States (HSUS), and the Oregon Humane Society (OHS) for her contributions.
