Biography

Barbara J. Safriet joins Lewis & Clark Law School as Visiting Professor of Law for Spring 2009, offering two Health Law classes. Most recently she served as Associate Dean for Academic Affairs and Lecturer in Law at Yale Law School from 1988 to 2007. In addition to her academic administrative duties, she taught seminars on Health Law & Policy and The Regulation of Health Care Providers, and served as a Co-Director of the Project on Comparative Public Health Law Curriculum Development for China (1996-99), and as a founding member of the Board of Advisors of the Yale Journal of Health Policy, Law and Ethics, the Board of University Health, and the Executive Committee of the Center for Bioethics.

Prior to 1988, she was a Professor of Law for 12 years at Lewis & Clark Law School, where she taught administrative law, constitutional law, and health law.

She has served as a member of The Pew Health Professions Commission, and its Taskforce on Health Care Workforce Regulation, and as a Health Law Consultant and Presenter for the Rockefeller Foundation, the W. K. Kellogg Foundation, the Commonwealth Fund, the Association of Academic Health Centers, the U.S. Agency for Health Care Policy and Research, the U.S. Public Health Service, the U.S. Department of Defense, the National Rural Health Association, the National Council of State Legislatures, the Office of Technology Assessment of the U.S. Congress, the American Hospital Association, the American Academy of Pediatrics, the Medical Group Management Association, the American Nurses Association, the Citizen Advocacy Center, the Federation of State Boards of Physical Therapy, the American Academy of Nurse Practitioners, the American College of Nurse Practitioners, the American Association of Veterinary State Boards, the National Council of State Boards of Nursing, the Federation of State Boards of Medicine, and several state legislatures and agencies.

Professor Safriet has published and lectured extensively on topics of administrative and constitutional law, and health care workforce regulation. Her principal health policy publications include Changes to Healthcare Professionals’ Scope of Practice: Legislative Considerations (Monograph 2006), Closing the Gap Between Can and May in Health-Care Providers’ Scopes of Practice, 19 Yale Journal On Regulation 301 (2002); Health Care Dollars and Regulatory Sense: The Role of Advanced Practice Nursing, 9 Yale Journal On Regulation 417 (1992); Impediments to Progress in Health Care Workforce Policy: License and Practice Law, 31 Inquiry 310 (1994).
