Citation Appeal Procedures

A person receiving a citation has the option of paying or appealing the citation online at scapay.com.

Citations may be presented to the owner/operator in person or placed on the windshield. Each person cited will receive email reminders that the citation remains unpaid.

If the ticket is not paid or dismissed it must be appealed within 10 days. The system will send a confirmation the appeal has been received. All appeals are then submitted for Administrative Review. All appeals are administratively reviewed wherein they are either dismissed or referred to the off-campus Appeals Judge.

If a citation has not been paid or appealed withing 10 days the fine is posted to the college accounts of Lewis & Clark students, faculty, or staff.

Cars with 3 unpaid tickets or that have not obtained a vehicle registration permit may be booted or towed without further warning.

The finding of the Appeals Judge is absolutely final and will not be overturned. Students, faculty, or staff with questions about the process should contact the Office of Transportation and Parking.
